Abstract: This paper proposes criteria for the debate on the adequacy and distribution of resources among the Spanish regions based on the calculation of their relative expenditure needs. The analysis rests on an explicit metric that uses the anonymity principle to calculate the needs of education and health. These services are the two main expenditure functions of the autonomous regions and the pillars of the Welfare State. The conclusions of the analysis confirm that the dispersion of resources per inhabitant in the current funding models cannot be explained by the differences in expenditure needs. This entails a risk of treating users of public services unequally across the different regions.
